Stellungnahme des Tiroler Integrationsforum zum geplanten Mindestsicherungsgesetz der Bundesregierung
Mindestsicherungsbezieher*innen, ob mit oder ohne Flucht- oder Migrationsbiographie, haben ein Recht auf ein menschenwürdiges Leben, privaten Wohnraum und soziale, kulturelle und gesellschaftliche Teilhabe. Die geplanten Änderungen können die Verwirklichung dieses Rechts aber für Menschen nicht-österreichischer Herkunft nicht mehr garantieren, da ein 2-Klassen-System geschaffen wird. Teilhabe und somit Integration werden durch diese Kürzungen verunmöglicht. Verschärfend kommt hinzu, dass die Regierung in vielen Bereichen der Integration spart wodurch Deutschkursangebote stark reduziert werden, und nun gleichzeitig ein sehr hohes Niveau an Deutschkenntnissen (B1) für den vollen Bezug notwendig wird. Viele Menschen brauchen auch bei hoher Motivation und guten Lernbedingungen Jahre, um dieses Niveau erreichen zu können.
Diese Maßnahmen stehen nicht im Einklang mit dem Integrationsverständnis, welches im Integrationsgesetz definiert wurde.
Kinder werden am stärksten von den Einsparungen betroffen sein. Kinder sind dadurch besonders gefährdet, in Armutsverhältnisse abzugleiten und ihrer ohnehin bereits eingeschränkten Möglichkeiten und Chancen beraubt zu werden. Das Tiroler Integrationsforum lehnt dieses geplante Mindestsicherungsgesetz klar ab.
Die drastischen Auswirkungen in den Bereichen Integration sowie in kinderreichen Familien bzw. für Kinder aus einkommensschwächeren Familien, zeigen sich gerade in Tirol seit der Novellierung des TSMG im Jahr 2017 sehr deutlich. Die Pläne der Bundesregierung zu einer einheitlichen Mindestsicherung bedeutet eine weitere Verschärfung der Situation für schon bereits benachteiligte Personengruppen in Tirol und führt zu einer weiteren Exklusion.
Als Tiroler Integrationsforum sehen wir es als unsere Aufgabe, auf die bereits jetzt absehbaren Konsequenzen – steigende Kinderarmut, Erschwerung der Integration, Schaffung neuer Notlagen, Delogierungen – aufmerksam zu machen. Dies widerspricht eindeutig dem Grundsatz und der Idee der Mindestsicherung. Maßnahmen, die eine Integration einschränken, führen zu mehr Konfliktpotential und erschweren ein friedliches Zusammenleben.
Das Tiroler Integrationsforum baut darauf, dass die Tiroler Landesregierung keiner weiteren Kürzung zustimmt, weil diese fatale Folgen hätte und auch alle bisherigen Bestrebungen, das derzeitige System nachzubessern, zunichtemachen würde.
